The NFL will permanently reposition umpires to the offensive backfield beginning with the upcoming 2010 season, in a move designed to protect its most vulnerable on-field officials, the league confirmed Sunday at the annual owners meetings. Outgoing vice president of officiating Mike Pereira and his successor, Carl Johnson, revealed the plans Sunday in an interview. A league official added that the competition committee unanimously recommended the move last week but it had not been yet publicly announced. "The No. 1 reason for change is safety," said Pereira.

Dolphins Looking To Trade OG Justin Smiley

The Dolphins have told left guard Justin Smiley not to join the team for the team’s offseason conditioning program because it plans to trade him, according to a source close to the team. Smiley, a six-year veteran, has been the team’s best guard when healthy, but he’s missed five games - and eight starts - the past two seasons because of leg and shoulder injuries. Last week’s decision to sign Richie Incognito to one-year deal was expected to create competition at right guard, with Donald Thomas and Nate Garner.

Bills CB Terrence McGee Could Be Out Until Training Camp?

Bills cornerback Terrence McGee suffered a major shoulder injury in a freak Week 15 head on collision with Patriots wide receiver Randy Moss that required surgery and almost four months removed from the procedure, McGee still has significant ground to cover as his shoulder rehab has put all of his other offseason training on hold. “I was injured in December and right now I couldn’t do a push-up to save my life,” McGee told BuffaloBills.com. “But I’ve been working hard doing rehab on it to get the range of motion on it, but it was way worse than it looked.” McGee had a severe shoulder separation along with a bicep tear and damage to his rotator cuff and labrum and while surgery has fixed all of the problems, rehab has been a slow and steady process. Nevertheless, the veteran cornerback believes if he can begin training in a couple of months he’ll have enough time to be fully prepared for training camp. “I’ve never had an injury that’s kept me out of OTAs,” he said. “So this is way different for me. I feel like the rehab is going pretty good. I might not see progress every day, but I am seeing a difference in what I can do week by week. So everything looks to be on schedule. That’s why I’m targeting May to really start doing some stuff and catch up with the other guys. If I can start working out in May I should be fine.”

"It's the stuff I did in the offseason with my trainer to work on some of those problems that I had last year so, hopefully, we won't have that arise again,'' Johnson said. "It's strengthening around the joints. When we're here, we work on the big muscles, but we don't really focus on the little things.''

Buccaneers wide receiver Sammie Stroughter's season was cut short when he broke a foot bone during a punt return at Seattle and landed on injured reserve for the final two games of the season. Stroughter was so eager to get back that he took just three weeks off after the regular season, returning to the Bucs' training facility Feb. 9th where the first order of business was to rehabilitate from surgery to insert a screw into the broken bone in his foot. Stroughter should be ready to go for most of the offseason workout program and he expects to compete for a starting job this year. "That's my focus, to be there as much as possible to help the team on first and second down, when I can play outside," Stroughter said. "Then I can move to the slot on third down. I'm going into the voluntary workout like I'm the man — period, point blank. Whatever role I have, I'm going to be the best, being the team's No. 1."

The Giants will probably want to see how running back Andre Brown is progressing from the surgery that ended his rookie season in training camp before they pull the trigger on any running back in the draft. But if they decide one is needed to fill out a backfield already populated by Brandon Jacobs, Ahmad Bradshaw, and DJ Ware, a second-day pick who might be of some interest is Montario Hardesty of Tennessee. At 5-11, 226, Hardesty gained favorable comparisons to the Cowboys' Marion Barber and the Redskins' Clinton Portis. "I grew up a big fan of Walter Payton," he said. "But what I try and do is take all the things that I do well and let those show in the field.''

Redskins QB Colt Brennan Says He Doesn't Have Anymore Health Issues

Since being drafted in the sixth round of the 2008 draft, Redskins quarterback Colt Brennan has had one impressive preseason, one disappointing preseason, and, in his words, "three pretty significant surgeries in a year and a half" that culminated with a stint on injured reserve last year. This offseason, Brennan has been working hard to get himself back in shape, to prove that the flashes he showed in his first preseason weren't just flukes. "I spent two months of my offseason down in Arizona at a facility called Fischer Sports," Brennan says, "and basically invested two months, five to six days a week of just reshaping and rebuilding my body. I haven't really had a chance to showcase myself healthy yet, but I don't have any more problems. They fixed everything, got rid of everything. I'm treating this like my rookie year again, went down with the Combine kids for two weeks, got a new coaching staff here but the great news is I've got two years experience in the NFL under my belt."

Running Back Shonn Greene said that he’s fully recovered from left rib cartilage damage suffered early in the third quarter of the Jets’ 30-17 loss to the Indianapolis Colts in the AFC Championship game. He likened the injury to the rib cartilage damage that he suffered on his right side during the second preseason game against the Baltimore Ravens. Greene said that team trainers outfitted him with a “rib protector plate” during the AFC title game, but he was still having trouble breathing and bending at the waist, so he didn’t get the green light to return.

Broncos QB Brady Quinn Says His Sprained Foot Is No Longer An Issue

During his first news conference in Denver since his acquisitionon Sunday from the Cleveland Browns, Broncos quarterback Brady Quinn says his severely sprained left foot is no longer an issue. "The foot is good. I appreciate you asking," Quinn said. Quinn, who started nine games last year, finished the season on injured reserve after sustaining a severe Lisfranc sprain, a tear of the ligament that holds his first two toes in place, in his left foot on Dec. 20 against Kansas City and he spent two months in a walking boot. Lisfranc sprains can require surgery and threaten careers, but that's not the case with Quinn, who also finished the 2008 season in IR with a broken finger on his right hand. "It has been frustrating," he said. "Throughout college I took some hits, but I never had an injury. The type of injuries I've had have been more freakish and weird. My finger breaking. I've never hit a helmet before. The way I got tackles when I hit my foot. It was an awkward was of landing. It was unfortunate."

Bills DE Dwan Edwards Failed Physicals With The Seahawks, Broncos

Former Baltimore Ravens defensive end Dwan Edwards officially signed his four-year, $18 Million contract with the Buffalo Bills after agreeing to terms early Wednesday morning. He had visited the Seattle Seahawks and the Denver Broncos, but didn't get offers because he didn't pass their physicals. Edwards told the Times that the Ravens wanted him to have neck surgery after undergoing spinal fusion surgery two years ago where his C3 and C4 vertebrae were fused and his disc was removed with another surgically inserted from a cadaver.

Ravens WR Marcus Smith Believes He'll Be 100% By Training Camp

Ravens wide receiver Marcus Smith believes the knee injury that ended his 2009 campaign before it even started will be 100 percent by training camp. Energized by two major additions to the receiving corps, with sights of first earning a special teams spot, Smith is doing everything he can to get back on the field as soon as possible. "I'm not cleared to sprint or anything, but I'm comfortable running," Smith said. "The strength is there, but it's sometimes sore after a long day of working out. Other than that, it's feeling really good. The lateral movement and explosion are the main things that I have to regain. I can't dunk a basketball yet, and I said I won't really be back until I can do that. It's come a long way over the last six weeks." Smith knows a rise up the depth chart won't be easy considering the arrival of Anquan Boldin and Donte' Stallworth, but he only worries about what he can do to get back on the field. "I think the Ravens are trying to win, it's that simple," said Smith. "I can't get mad at that. I think both Stallworth and Anquan Boldin will contribute to the Ravens and make us better. I really believe that. But at the same time, it's a direct challenge to me. Coming off an injury, I have to gain my spot back. I have to prove to myself and the team that I can come back better than ever. I've got five months until training camp, so my main goal is coming in to training camp in shape and even more fit than I was last year."

All-Pro 49ers linebacker Patrick Willis is getting around on crutches following surgery last week on his right knee. Willis underwent a bursectomy, the removal of a bursa sac in his knee, the 49ers confirmed today. There is no structural problem with Willis' knee, but the 49ers will adjust his offseason workout regimen to best accommodate his rehabilitation from the relatively "minor" surgery.

Ravens CB Fabian Washington Expects To Be Back By Training Camp

Ravens cornerback Fabian Washington expects to be ready for the start of training camp. Washington is coming off a season-ending knee injury after he tore the anterior cruciate ligament in his left knee on Nov. 22 when he lowered his shoulder in an attempt to force Indianapolis Colts running back Joseph Addai out of bounds. He was lifting weights this week when the team began its voluntary offseason conditioning program. “The schedule is for me to be ready for training camp and we’re definitely on schedule for that,” Washington told the Ravens. “Right now, I’m not close. But I think by training camp, I’ll be ready to rock and roll.”
