			<description><![CDATA[Cleveland's City Council approved a $5.8 million lump sum for repairs to Cleveland Browns Stadium on on Monday, Thomas Ott of the Cleveland Plain-Dealer reports. The Browns plan to spend $1.2 million for refurbishing club seats, $750,000 to waterproof the concrete under those seats with most of the money going to for replacement and repair concrete on interior ramps and walkways and a plaza outside the stadium. The city, which owns the stadium, is only required to provide $850,000 per year for stadium improvements. The sum comes from the city's sin tax on alcohol and tobacco sales and the agreement reached Monday frees the city from repair obligations for the next seven years. "We own Cleveland Browns Stadium," Ken Silliman, Mayor Frank Jackson's Chief of Staff, said on Monday. "When you own a building and a few years go by, it starts to develop needs. It's just like when you own a home."

After rushing for 1,177 yards in 2010, his first season in Cleveland, Hills missed five games in the middle of 2011 with a hamstring injury. He returned, however, to make 101 carries for 376 yards over the final six weeks of the season. Hillis becomes an unrestricted free agent on March 13, but it appears the interest in keeping him around next season is mutual. “I’m a Cleveland Brown at heart,” Hillis said at the conclusion of the season. “Since I’ve been here, I fell in love with the fans and the city and the people that live here. They’ve been nothing but 100 percent supportive through everything when I talk to them. It’s good to have a second family backing me like that.”

And second, that, while team officials have all but decided that Colt McCoy is probably not the guy to advance the team, the club isn't completely sold on Griffin yet either. Said the scout: "If they want [Griffin], he could fall right to them [with the fourth overall choice]. But they have to decide if they want him first." The Browns are one of three franchises with two first-round picks (Cincinnati and New England are the others), owning their own, at No. 4, and the Atlanta pick (22nd), because of last year's Julio Jones trade. The early rationale has been that St. Louis, which has the second overall choice, will market the pick to a team desiring to take Griffin, since the Rams already have Sam Bradford in place. But the scout opined that the Browns might not necessarily be a buyer for the No. 2 pick, unless they are "completely sold" on Griffin.

Shurmur said he was open to the idea of having his offensive coordinator call plays if the right coach was hired. Jackson has missed 26 games after suffering multiple torn pectoral muscles during the last few years but this season he was able to finish second in total tackles and is a one of the top candidates for Comeback Player of the Year. “I want to be in Cleveland,” he said. “If it’s the franchise tag, it’s the franchise tag. As long as I still have my health, that’s what is most important.” Jackson should drawn plenty of interest during the offseason but it’s hard to assume that teams will be offering him a long-term deal.

Kolb, who was originally drafted by the Philadelphia Eagles as their quarterback of the future before Mike Vick re-emerged as one of the premier players in the league, originally was scouted by current Browns head coach Pat Shurmer and general manager Tom Heckert. Heckert and Shurmer reportedly handpicked Kolb for the Eagles because of his ability to run the West Coast offense, the same style that the Browns currently employ. The 27-year-old is currently under contract with the Arizona Cardinals, however an injury filled year that allowed him to post just an 81.1 quarterback rating in nine games last season has left some to speculate that the club may attempt to move Kolb in order to cut their losses. In five NFL seasons Kolb has posted a 76.1 quarterback rating with 20 touchdowns and 22 interceptions.

Shurmur did not rule out the possibility of forfeiting his play-calling duties. "It's important that I get the best coordinator I can for us," Shurmur said. "I think that's one of the details that'll get worked out as we go through the process. I want to get the best guy I can. And if he's outstanding at calling plays, listen, I want to win games, and so I'm gonna get the guys in there that are gonna help us do that."

Dawson, who came back as the team's franchised player in 2011, admitted after Sunday's loss to the Steelers that he's not sure if he'll return to Cleveland for a 14th season. The Browns have said recently they'd love to have him back. But Dawson lived here all season while his wife, Shannon, and their three children lived in Austin, Texas, and he might not want to do that again. "It's the same song, a different verse," said Dawson. "I'll go home [to Austin] catch up with my family and get rested, regroup and make the decision when I need to." Would he like to return? "I just need to go home and talk to my wife, kind of like what I said last year," he said. "I'm kind of at that point, the kids are getting older and I've got other issues I've got to consider, not just football. I certainly gave my heart and soul to this team this year. I feel pretty good about how I kicked the ball. I really missed one kick all year. I feel pretty good about that. I'll let it all sink in and make that decision when the time comes."
