Paul Kuharsky of ESPN expects the Tennessee Titans to allow free agent cornerback Cortland Finnegan to test the free agent market. Just after the season ended signs indicated that the Titans would put the franchise tag on Finnegan but it has become clear the organization wants to pay him over $10 million on a one-year deal or tie up huge bucks on a long-term deal. There will likely be several suitors for Finnegan's services-perhaps starting with his old coach Jeff Fisher in St. Louis.
