The Vikings offered a 2nd and conditional pick (on whether he signs long term) but the Chargers know the Vikings have no intention of signing him long term.
Teams just value their picks way too much.

Two thumbs up Smith and the Chargers! | Schwartz has used the holdout effectively for his clients (Roddy White, Marshall and Revis) so he's probably pissed it hasn't worked again.
If more teams stood up to these players they wouldn't be doing it so much, I mean Revis had 3 fucking years left on his deal, and he has to play (or be on the team) for 6 games for a year of service to count. No way Revis would have held out that long.
But the Jets are desperate this year.
