The Cleveland Browns have yet to sign a restricted free agent which includes linebackers D'Qwell Jackson and Matt Roth, running back Jerome Harrison, fullback Lawrence Vickers and safety Abe Elam. As long as they're unsigned, they're not obligated to attend offseason workouts but they could take part if they want to if they sign an injury waiver. Jackson isn't participating in the offseason conditioning program as he pursues a new long-term deal through his agent, Brian Mackler. "You want everybody here," Browns coach Eric Mangini said. "I would love for all those guys to be here. If they're not then it gives an opportunity to some other guys to learn the system and get reps and do all of those things. So however it works out, it works out."
