The NFL wants to cut down on head shots to defenseless receivers. A proposed rule would bring a 15-yard penalty when a defender launches himself into a receiver who hasn't had the opportunity to defend himself. Another proposal seeks to adopt the college rule that a play be blown dead when the ball carrier's helmet comes off.
