Saints Will Still Place A Tender On RB Mike Bell?

Adam Caplan of Scout.com reports via twitter that the Saints may still place a restricted free agent tender offer to running back Mike Bell before the March 4th deadline. Caplan says the Saints could place the low tender on Bell. Under the low tender, any team can sign Bell to an offer sheet without compensation if the Saints decline to match, since Bell originally went undrafted.
