Short pass. You really need another first down for a field goal,and a short pass is hard to defend against. A lot of play actions are run with this type of scenario.With the time left,you really want the touchdown,so play with that goal. Otherwise opponent can drive down,and kick field goal for the winner.

Short Pass for the 1st and if you don't make it you can still kick the FG to tie it

I pretty much agree with this. Of course, not knowing who your players and strengths are, it's tough to make a decision.
