Falcons quarterback Dominique Davis, cornerback Christopher Owens, running back Antone Smith, offensive center/guard Joe Hawley, offensive tackle Lamar Holmes, defensive ends Jonathan Massaquoi and Cliff Matthews were declared inactive for the game against the San Diego Chargers today.
